Starter ISA announcement: what we know so far

A concise record of the announcement on 28 October 2026, and the questions that remain open.

Starter ISA editorial · Reviewed 28 October 2026 · General information

The announcement

The official Budget speech search result states an intention to work with the sector to create a Starter ISA rewarding first-time investors. This supports the existence of an announced initiative, rather than evidence that accounts are already available.

The outstanding questions

We have not established the launch timetable, eligibility criteria, incentive design, investment restrictions, contribution rules or participating providers. These should be checked against future official publications and provider terms.

Commentary is not product policy

Suggestions about possible top-ups or other incentives are useful discussion points. They should not be presented as announced features without official evidence.

How we will handle new information

Policy articles and provider profiles should be revised when primary documents establish new facts. The review date on a page records the last editorial check; it is not a promise of automatic monitoring.
